I return the notes of the discussion with the Persian official with a few suggested amendments in the form of & an addition new para. after Line 12. to be without prejudice.
The amendments I have put in paras.
The new para is partly the result of two desp., wh. we have received since the last meeting.
I was uncertain about the action actually being taken by Sir H. Read. Sir J. Masterton Smith. Mr. Ormsby-Gore. (18918) taken (18919) Copies of which have been sent to the Duke of Devonshire.
I am afraid on reading any one draft of the notes one can hardly gather other than the impression that Macpherson's attitude towards opium smugglers generally is obstructive inactivity. The Lt. Gov. in pursuing policy is really very far from framing...
